■ BURKINA FASO: Ouagadougou calls for talks with AKFED over Air Burkina's future.

The Government of Burkina Faso, in its most recent Council of Ministers meeting held in late July, has resolved to hold talks with the Aga Khan Fund for Economic Development (AKFED) & Industrial Promotion Services (IPS), the majority shareholder in Air Burkina (2J), regarding its future.

Effective Saturday, August 24, Egyptair Express (MSE) has launched three times weekly flights between Sohag, a city in central Egypt that lies on the west bank of the Nile, and Kuwait City. Flights operate onboard an Embraer E170.

With its first A330-200 (MCN 345 | TS-IRA) now good to go, Tunisian carrier, Syphax Airlines (FS), has deployed the aircraft on its first revenue flights with effect from Thursday August 22. According to the airline, the first routes serviced have been its high frequency/high demand Summer high season flights to Paris CDG.

Further to the last post on the subject, AirlineRoute reports that Egyptair (MS) has unveiled further planned changes & developments to its Winter 2013/14 Timetable set to come into effect from October 27.

► FLEET UPDATE BULLETIN: Gomair, Ghadames Air Transport, Air Niamey, AV Cargo and the Cameroon Air Force.

The following is a fleet update bulletin for aircraft that are in use, have been in use or will be in use for these listed airlines: Gomair, Ghadames Air Transport (0G), Air Niamey (A7), AV Cargo (Z3) and the Cameroon Air Force.

Struggling LCC fastjet (FN), is set to become the second major Tanzanian carrier to embark on a redundancy drive following reports that it is in consultations with its employees regarding pending staff cuts aimed at trimming its head-count by 12%.

Its back to the drawing board for Kinshasa so far as finding a strategic partner for its renewed national carrier is concerned. Accordingly, the country's Minister of Transport, Mr Justin Kalumba, Congo has reissued a tender for interested parties & carriers which closes on August 31.

■ SOUTH AFRICA: SAA renews, expands contract with ARINC for its Aircraft Comms systems.

South African Airways (SA) has signed a five year exclusive data link contract with US-based Aeronautical Radio, Incorporated (ARINC) for its GLOBALink Aircraft Communications Addressing and Reporting System (ACARS) Services. This new agreement configures ARINC for all VHF, HF and Satellite ACARS traffic. ARINC also provides cabin connectivity on South African Airways long haul flights.

As the saying goes, better 2 months late than never, ASKY Airlines (KP) has at long last unveiled a possible launch date for flights to the capital of Guinea-Bissau, Bissau. Operations should commence from September 15 with a 2x weekly flight extending the current Lome - Accra - Monrovia (James Spriggs Payne Airport) route flown by a Q400.

Namibian national carrier, Air Namibia (SW), has issued yet another advisory regarding an impending reorganization of its flights over the period September 9 to 23. In a statement, the airline said the move is necessary as one of its Airbus A319s and another Embraer ERJ135 are due to undergo mandatory maintenance over the period.

South African LCC, mango (JE), has sealed a contract with UK-based passenger aircraft seat manufacturer, Acro Aircraft Seating, for the manufacture and installation of its Ultra R seats aboard mango's entire fleet of Boeing 737-800 aircraft. The deal, which includes six shipsets and equates to 1116 economy class seats, marks the first major African client for the Redhill, Surrey-based manufacturer.

Afriqiyah (8U) has launched twice-weekly flights between between Misrata, Libya's third largest city 187 km east of Tripoli, and Cairo. Flights operate on-board an Airbus A320. Despite the troubles in Egypt, the Libyan Herald says flights to Egypt are "largely fully booked".

► NIGERIA: Ghana's Africa World Airlines eyes Nigeria ops from October; claims rights granted.

In yet another development related to Ghanaian carrier, Africa World Airlines (AW), Chief Operating Officer, Mr Apiigy Afene, has revealed that the airline has at long last been granted rights to serve Nigeria by the Nigerian Civil Aviation Authority. Flights are scheduled to commence in October he said.

Malawi and Zimbabwe have announced the signing of a revised Bilateral Air Services Agreement (BASA) that will see greater flexibility and freedom for each country's designated

carriers. The agreement was signed on the sidelines of the recent Southern African Development Community (SADC) Heads of State Summit recently held in Lilongwe, Malawi.

The archipelago of Mayotte, a French overseas department located in the northern Mozambique Channel in the Indian Ocean, will unveil its new passenger terminal at Dzaoudzi Pamandzi International Airport in February 2014, with works expected to be complete by the end of the year. Originally due to come online this year, delays have been experienced owing to what the Mahoran press have described as "logistical difficulties."

Qatar Airways (QR) has announced an increase in flights from Doha, Qatar to Nairobi, Kenya with effect from September 1. In its press release, the carrier said service will increase from 14x to 18x weekly using an Airbus A320 and comes as demand for flights to the Kenyan capital has steadily increased over the past three years.

Air Cargo Malawi Limited (ACL) has reiterated that it is still business as usual for the freight specialists despite its former parent, Air Malawi Ltd (QM), having been dissolved and its assets disposed of earlier this year. The firm specializes in the import and export of goods and freight to and from Malawi.

The Gauteng MEC for Roads and Transport, Dr Ismail Vadi, this week released the "25-Year Integrated Transport Master Plan (ITMP25)" for Ekurhuleni, the local authority and government for Gauteng, South Africa's former East Rand area, to ensure province-wide mobility in future for all residents. The 25 year plan, developed by an inter-disciplinary team of experts led by Gautrain CEO Jack van der Merwe, provides an assessment of the current transport and land-use challenges. It also forecasts economic and population growth scenarios, which have been used to plan the future transport needs and solutions in the province. Pertaining to aviation, the Plan states that OR Tambo International Airport will remain the main airport serving Gauteng and South Africa but notes that "a thorough study should be done to determine the feasibility and, if found necessary, land should be reserved to develop a second major airport in Gauteng which can accommodate wide body aircraft up to and including the A380."

Egyptian domestic and regional operator, AlMasria Universal Airlines (UJ), has launched twice weekly flights between Cairo and Abha, Saudi Arabia. According to ch-aviation, the flights operate on-board an Airbus A320.

► EGYPT: Egyptair planning Ndjamena, Jakarta flights this December.

In line with previously announced plans to expand its international network during the Winter 2013/14 season, Egyptair (MS) has outlined its initial plans for services to Ndjamena, Chad and Jakarta, Indonesia beginning in mid December this year. Jakarta will tentatively operate 4x weekly via Kuala Lumpur onboard an A330 beginning December 2 while Ndjamena flights, scheduled to begin on December 17, will operate 3x weekly on-board an A320. The operations at this stage are still subject to changes, postponements and cancellations.

Rwanda and Burundi have signed an Open Skies Bilateral Air Services Agreement with for provision for carriers from both countries to have unlimited frequencies to each other's air

space. The move is in line with the East African Community's (EAC) efforts to liberalize its airspace through the elimination, between member states, of all the economic restrictions in the aviation sub sector related to capacity, frequencies, city pairs, cabotage, and designation of airlines.

South African LCC, mango (JE), has announced plans to launch three times weekly flights from Johannesburg OR Tambo International Airport to the south-western city of George with effect from November 18. Flights will operate using a B737-800.

The Nigerian government's Asset Management Company of Nigeria (AMCON)'s Chief Executive Officer (CEO) Mr. Mustafa Chike-Obi has confirmed the appointment of a new Chief Executive Officer (Mr Hugh Fraser) and a new Chief Financial Officer to Aero (AJ), also known as AeroContractors. Mr Fraser is understood to have been in the position since May.

Ethiopian Airlines (ET) is set to dry-lease a former Brussels Airlines (SN) B737-400 (MSN 28493 | ET-AQV) from global leaser, the Aviation Capital Group, following its conversion into a B737-400(F) freighter.

Owing to the precarious political and social situation in Egypt, the following countries and airlines have issued advisories regarding their current and future operations into the North African country: Belgium, Egypt, Germany, Italy, Russia, Sweden, Switzerland, Slovenia, the UAE, the United Kingdom, the US.

Ghanaian domestic carrier, Africa World Airlines (AW), has added an additional 5x weekly frequencies to its current daily Accra - Tamale service. The maiden morning flight for the route was yesterday, Monday August 19. All flights operate on-board an ERJ145.

■ CONGO (KINSHASA): MONUSCO upgrades Bunia Airport for night time ops.

The regional director of the United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), Martin Kobler, has officially inaugurated new air traffic control equipment for the international airport at its headquarters in Bunia, in the eastern Ituri region of Orientale Province of the DRC.

Egal International Airport, the airport that serves Hargeisa, the capital of the self-proclaimed autonomous region of Somaliland, has reopened following the successful completion of USD4.6million in renovation and upgrade work to its runway, aprons and taxiways.

Libya's Ministry of Transport has reportedly announced the temporary closure of Tripoli International Airport with effect from October until December owing to critical runway repair and upgrade work. This has yet to be confirmed by either the Libyan Airports Authority or any Libyan carriers.

Lagos-based startup, Discovery Air, is reportedly in the process of acquiring two 737s as part of efforts to launch operations. However, as of this posting, it is unclear as to whether or not the Nigerian Civil Aviation Authority has granted the carrier its Air Operators Certificate.

The Tanzanian Airports Authority says it requires USD20billion to develop and construct Kajunguti International Airport, located in the north eastern province of Kagera, as a means of boosting the region's profile in the great Lakes region. Kagera forms part of Tanzania's border with Uganda, Rwanda, and Burundi, and lies across Lake Victoria from Kenya.

■ TANZANIA: Precision Air to post loss during latest Financial Year; asks government for $32mln in funding.

Tanzania's Precision Air (PW) will this year post a heavy loss, the airline’s board chairman, Mr Michael Shirima, has announced. In addition, the airline has reportedly asked the government, among various other undisclosed financial institutions, for TZS51.2billion (USD32million) in funding to help cover bank loans and instalments for its TZS218billion (USD136million) order with ATR which includes four ATR42-600s and one ATR72-600.

The Egyptian Minister of Civil Aviation, Abdel Aziz Fadel, has confirmed that all airports in the country are operating normally though the imposition of a curfew in Cairo has resulted in national carrier Egyptair (MS) asking passengers to be at Cairo International Airport at least 4 hours before the scheduled departure time of any international flights and 90 minutes before departure for domestic flights. He added the main road to Cairo airport was open and is closely monitored by police checkpoints and armed patrols.

The Aviation Herald reports that a Sudanese Mid Airlines (7Y) Fokker 50 (MSN 20130 | ST-ARG) that was preparing for departure from Khartoum International Airport enroute to El Obeid as flight 7Y450, on August 6, suffered a serious incident when the starboard side prop slammed into a ground power unit while taxiing.

The Board of Directors of the Kenya Airports Authority (KAA) has announced that its outgoing Managing Director, Engineer Stephen Gichuki, will go on his terminal leave until the expiration of his contract on October 23.

Camair-Co (QC), the national airline of Cameroon, is set to expand its West African network with the launch of a long delayed 3x weekly flights to Abidjan, Ivory Coast via Lagos Nigeria effective September 2.

Ghanaian startup, Pison Airways, is reportedly aiming to launch operations in December of this year and like fellow entrant Eagle Atlantic Airways (EAB), it too is hoping to fill the void left by the demise of Ghana Airways (GH) and Ghana International (G0), albeit on regional and international routes.

► SOUTH AFRICA: Comair to take delivery of first 737-800 for its British Airways franchise.

South Africa's Comair Ltd is set to deploy its first B737-800 (MSN 30403 | ZS - ?) to its British Airways franchise. The aircraft had previously seen service with India's Jet Airways (9W).

The Tanzania Civil Aviation Authority (TCAA) has issued a tender for the provision of ground-handling services at the country's airports excepting Dar es Salaam's Julius Nyerere International Airport which the body claims, already has adequate licence holders awaiting to be concessioned by the Tanzania Airports Authority,

[UPDATE AUGUST 15] On Friday, August 9, an Ethiopian Air Force Antonov AN-12 military transport (MCN ? | 1513) crashed on landing at Mogadishu's Aden Adde International Airport killing four of the six persons aboard. The other two are said to have sustained serious injuries and are recovering at a Mogadishu hospital run by the African Union Mission in Somalia (AMISOM), a regional peacekeeping force.

South African Express (XZ) has been granted traffic rights to serve Botswana, Namibia and Mozambique out of Durban following its application in October 2012.

Angola's airport and air traffic authority Empresa Nacional de Aeroportos e Navegação Aérea (ENANA) is on track to complete USD90million in upgrades to Yuri Gagarin International Airport in the south-western Angolan port of Namibe. According to the governor of Namibe province, Rui Falcão, operations are scheduled to resume with effect from September 6. Angolan carrier TAAG (DT) had been the airport's sole dedicated carrier prior to the start of construction.

South Africa-based PAKAfrica Aviation has reportedly acquired a 49% stake in Zimbabwe's Central Air Transport Services (ZO) and intends to use the acquisition, in conjunction with a proposed ZAR15million (USD1.5million) buy out of defunct South African LCC, 1time (T6), to establish a regional hub out of Harare.

Air Uganda (U7) and RwandAir (WB) yesterday signed a code-share agreement which, effective immediately, covers the Entebbe - Kigali route and will provide travellers with an increased choice of flights between the two cities. The signing ceremony took place at Kigali International Airport and was officiated by Mr. Cornwell Muleya, the CEO of Air Uganda and Mr. John Mirenge , the CEO of RwandAir.

► EGYPT: Egyptair outlines initial Winter 2013/14 schedule changes.

AirlineRoute reports that as per the August 9 GDS timetable/inventory display, Egyptair (MS) has outlined the following changes to its Winter 2013/14 operation effective from October 27 on.

Kaduna-based Chanchangi Airlines (5B) has reportedly taken delivery of a B737-500 (MSN ? | 5N-BQZ) on wet-lease from an unnamed South African leaser. The aircraft reportedly arrived in Abuja on Saturday August 10.

Angola's parliament has introduced the first legislation aimed at bringing its Aviation Law up to international and ICAO standard with the separation of the yet-to-be-named Accident's investigations bureau from the country's civil aviation authority (Instituto Nacional da Aviação Civil - INAVIC) which currently falls under the Angolan Ministry of Transport.

Ghana's latest start up, Eagle Atlantic Airlines (EAB), has taken delivery of its first McDonnell Douglas MD82 (MSN 49119 | YR-OTN) which is on lease from Romanian leasers, Ten Airways (OTJ). As previously reported, following the reception of its AOC from the Ghanaian Civil Aviation Authority last week, Eagle Atlantic intends to serve Abidjan, Monrovia and Freetown before expanded further into the region.
